Formerly Undersecretary for International Trade Agreements in Mexico 's Ministry of the Economy under President Vicente Fox and former President Ernesto Zedillo. "In this capacity he negotiated Mexico's free trade agreement with the European Union, along with a host of other bilateral and multilateral agreements. During his time as undersecretary he was permanent advisor to Pemex exploration and production division and to the national forest commission; he was also the executive secretary of the national foreign investment commission... [and] was instrumental in crafting and implementing the North American Free Trade Agreement while at the Mexican Embassy in Washington , D.C." (1)
He also worked at the World Bank as country economist for the Czech and Slovak Republics, Poland, and the former Zaire." (2)
As of 2004 he was director of international affairs for Public Strategies Inc. where he "oversees the firm's international operations, manages the Mexico City office, and provides high-level global advisory services, trade policy and positioning, and issue monitoring and analysis to diverse clients." (3)
He is also a member of the International Food & Agricultural Trade Policy Council (IPC). (4)
