Senior staff geneticist, international team leader, and branch chief for science and policy coordination with the biotechnology products regulatory division of the U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) (1989-97). While at APHIS he served on the U.S. delegations that negotiated the Convention on Biological Diversity (CBD), and represented the U.S. at the UNCED Conference in Rio de Janeiro in 1992. (1)
