Horton, Linda R.
Served as U.S. Food & Drug Administration trial attorney and associate chief counsel for medical devices, and helped
write and implement the 1976 Medical Device Amendments.
Was FDA deputy chief counsel for regulations and hearings from 1979-1993. Was involved in the International Conference on Harmonization for pharmaceuticals, the Global Harmonization Task Force for medical devices, the United States-European Union mutual recognition agreement and food equivalence agreement, Cosmetics Harmonization and International Cooperation, and the International Standards Organization. She engaged with regulators or parliamentary officials in Argentina, Australia, Brazil, Canada, Chile, China, Colombia, Costa Rica, El Salvador, Finland, France, Germany, Ireland, Italy, Mexico, Japan, Russia, Sweden, Thailand, Ukraine, the United Kingdom, and the countries that once made up Yugoslavia.
As of 2005 she was with the Hogan and Hartson law firm, where she represents pharmaceutical, medical device, animal health, food, and cosmetics corporations before U.S., European Union, and other national agencies (since 2002). (1)
