Bale, Harvey E., Jr.

Worked at the United States Trade Representative (USTR) for twelve years (1970s-80s), serving as a "senior member of the U.S. negotiating team in Geneva to the Tokyo Round of Multilateral Trade Negotiations; as the lead USTR staff person on the improvement of the protection of intellectual property abroad; and as a senior U.S. delegate in 1986 to the Punta del Este Ministerial meeting that launched the Uruguay Round of Trade Negotiations under GATT."

He joined the Pharmaceutical Research and Manufacturers of America (PhRMA) in 1989, and became its senior vice-president.

As of 2005 he was director-general of the International Federation of Pharmaceutical Manufacturers Associations (IFPMA), which represents research-based pharmaceutical companies worldwide. (1)
