Served as Deputy Assistant General Counsel for International Trade in U.S. Department of Agriculture (USDA)'s Office of the General Counsel (1989-98), acting as legal advisor to negotiators for the WTO Agriculture and Sanitary and Phytosanitary Agreements in Uruguay.
Served as Special Senior Trade Advisor to the Director of Trade Policy in the U.S. Department of Agriculture's Foreign Agricultural Service (1998-?).
Also served as special advisor on international trade to the U.S. Senate Committee on Agriculture, Nutrition and Forestry, where he worked on biotechnology, WTO negotiations, and U.S. farm policy.
